An ever widening consensus of Americans, from across the political and ideological spectrum, lacks confidence in our Congress. According to a recent Gallup poll, only 10% of Americans approve of Congress’s job performance, and 86% disapprove- tying the all-time disapproval record, last reached in 2015. SRL Executive Director Gregg Nunziata, in his recent piece in The Atlantic, “American Caesarism,” writes that “Courts cannot restrain the executive alone” and that “Congress must rediscover its role.” How can a branch so vital to effective governance and to maintaining our constitutional checks and balances regain the confidence of the American people?

The intellectual father of modern conservatism, Edmund Burke, wrote: “A state without the means of some change is without the means of its conservation.” A growing number of advocates believe Congress cannot recover its strength without fundamental systematic reforms.

Jeff Mayhugh would significantly expand the size of the House of Representatives. Kate Maxwell believes that conservatives should consider ranked-choice voting as a potential solution. SRL Charter Member Paul Rosenzweig would institute multi-member districts, in order to compel legislators to better compete for their voters’ approval and reduce the negative effects of gerrymandering.
