Society for the Rule of Law Board President Alan Raul was quoted in The Dispatch on FISA Section 702 and EO 12333.

EO 12333 does not provide any legal authority to compel service providers to disclose electronic data to the government. So, it is hard to imagine [service providers] would voluntarily recreate a 702-type program to turn over information passing through their U.S. facilities, which could expose them to the risk of private litigation, as well as have reputational impacts.
